The PND (Partidul Noua Democraţie = New Democracy Party) is a small
party without parliamentary representation.
The symbol is described in articles 3 and 4 of the statute [http://nouademocratie.3x.ro/statut.doc]:
"Articolul 3 - Însemnul partidului
Însemnul electoral al Partidului Noua Democraţie constă întřun ceas, de
formă rotundă, aşezat pe un suport, ale cărui ace indică ora nouă fix.
În interiorul cadranului ceasului, în partea de jos, sunt inscripţionate
iniţialele partidului: PND. Însemnul partidului se utilizează alb-negru
sau color: fondul interior al siglei este galben, iar conturul, acele
ceasului şi scrisul albastre.
Articolul 4 – Semnul electoral
Însemnul partidului (sigla) este folosit ca semn electoral."

Art. 3 - Symbol of the party
The electoral symbol of the New Democracy Party consists of a clock of
round shape on a support, the hands indicating 9 o'clock fixed. Inside
the clock face, in the bottom part, the initials of the party - PND -
are inscribed. The symbol of the party is used in black-and-white or in
colour: the interior field of the symbol is yellow, while the contours,
the hands of the clock and the inscription are blue.
Art. 4 - Electoral symbol
The symbol of the party (logo) is also used as electoral symbol.
Unfortunately, I have only a low-quality photo of the flag [http://nouademocratie.3x.ro/me4.jpg], so I
refrain from drawing it. The flag is yellow, shows the party name in blue
at the top, and presumably the party symbol in the center.
